panel: Currently assumes widgets.css is in a folder named widgets

This may not be true for external users. Perhaps we should just look for widgets.css in the file name. We should also throw a helpful error if widgets.css couldn't be found.
This happens where it scans for the widgets css file and fixes PNGs
