Standardise the HTML structure in widgets

Some of the earlier widgets have a different HTML structure to the others. A standard should be agreed (slider, carousel & timetable are good examples) and applied to all.
Each widgets should have a container layer, a state layer (eg disabled), a theme layer, then the actual markup.
All widgets need to work with images off, css on.
Since this breaks backwards compatibility, this MUST be done for Glow 2.0
