Add event delegation to Sortable widget

"Basically, we use a lot of sortables on the homepage (one for each column, one for almost every module) the number of listeners attached to sortable handles is quite heavy, it would be great if you could add the capability for event delegation.
For example, the user passes in a reference to their container or the document object which Glow binds the listeners to, then the handle selector is used to detect drag clicks. This could conceivably cut the number of DOM listeners from (in our case) 20+ to just one."
