potentially random glow.embed.flash error

Embed.flash will detect flash but display a broken link to the flash file. Doesn't seem to matter what browser you are in. However the error doesn't appear on the test bench or on a virtual pc, so it looks like it might be a Siemens desktop issue?

This bug is caused under the following circumstances for IE7:
- Flash is installed in the browser, but has been disabled via
the plugin manager
- The page visited falls into the "Local Intranet" security
zone.
- Within the "Local Intranet" security zone, the security level
for the site must be customised, rather than a default security
level.
- The option "Initialize and script ActiveX controls not marked as safe for scripting" must be set to enabled.
By default, the above option would be set to "disabled". All advice found, including that on Microsoft TechNet recommends that this option remain disabled unless a particular need for this option is found.
Suggest we cannot fix for this, due to the very specific circumstances it occurs under.

Under the same circumstances, swfobject shows the same broken image fault.
